How to turn a photo into a PDF
To turn a photo into a PDF, open RealScaner in your browser, upload the photo, drag the corners onto the page edges if it is a picture of paper, and download it as a PDF. It is free, needs no account, and the photo is processed on your device. If you would rather use what is already on your phone or computer, every major system has a built-in route too, covered below.
The usual situation: a form asks for a PDF and all you have is a picture in your camera roll. A receipt, a signed page, a certificate, a screenshot. The built-in tools handle one clean photo fine. They get awkward when the photo is crooked, when you have six of them, or when the file comes out too big to upload.
Turn a photo into a PDF with RealScaner
- Open realscaner.com in Safari, Chrome, Edge, or Firefox.
- Choose Upload file and pick the photo, or drag it onto the drop area. On a computer you can also paste a copied image with Paste clipboard.
- If the photo shows a sheet of paper, drag the four corner handles onto the corners of the page. The scanner straightens and crops it to that shape. If the photo is not of paper, leave the corners at the edges of the image.
- Pick a finish. Scanned is the default and cleans up paper. Choose Original for a photo of people, a product, or a place, so the colors stay as they were.
- To add more photos, use Add another page in the thumbnail strip.
- Set the format to PDF document and tap Download scan. The file saves as
real-online-scan.pdf.
The upload area accepts JPEG, PNG, WebP, and SVG images, plus existing PDFs. An imported PDF opens as up to 50 pages you can edit. Each photo goes onto its own A4 page, set to portrait or landscape to match the image, scaled to fit, and centered. Turn on the toggle next to Place document corners and the scanner finds the page edges for you. Drag any corner to fine-tune it.
Should you crop the photo or leave it as is?
It depends on what is in the picture.
- A photo of paper (a form, a receipt, a letter, an ID card): square it. A raw phone photo of a page shows the table, your thumb, and a page that narrows toward the top. Dragging the corners onto the page edges fixes the angle and drops the background, so the PDF looks like a scan and prints on a full sheet.
- A screenshot or an image that is already flat: leave the corners where they start. There is nothing to straighten.
- A photo of a person, object, or place: leave the corners alone and pick the Original finish. The paper cleanup finishes are tuned for text, and Original keeps a portrait’s natural colors.
If you have not taken the photo yet and the subject is paper, it is easier to shoot it as a scan from the start. How to scan a document to PDF covers lighting, angle, and margins.
How to convert a photo to PDF on iPhone
On iOS 26 and later, Apple's Preview app can export an image as a PDF. Open the image in Preview, tap the menu button next to the filename, tap Export, and select PDF. Apple lists HEIC, JPEG, PDF, PNG, and TIFF as export formats, and the PDF options include Optimize Images for Screen for a smaller file and Embed Text, which runs text recognition so the PDF is searchable. Then choose where to save it and tap Save.
The Photos app itself offers Print in the share sheet. Apple's guide says to tap the share button while viewing a photo and swipe up to find Print. That route is built for printers, so Preview is the cleaner way to get a file.
With RealScaner on iPhone, open the site in Safari, tap Upload file, and pick the photo from your library. The Use camera option opens the iPhone camera for a new shot and brings it straight back to the page.
How to convert an image to PDF on Android
Android has no single convert button, so the route goes through printing. Google's Pixel help says the app you use determines how you print, and to look under Menu, More, Share, Print. Once the print preview opens, select a printer at the top and choose Save as PDF, then pick where to save the file. Google documents the Save as PDF step for Chrome on Android, and the same system print screen appears in other apps that support printing.
Gallery apps differ by phone maker, and some hide Print or leave it out. If you cannot find it, open realscaner.com in Chrome, upload the image, and download the PDF. That works the same on a Pixel, a Samsung, or any other Android phone. There is more Android detail in how to scan a document on Android.
How to convert JPG to PDF on Windows
Windows includes a virtual printer called Microsoft Print to PDF. Open the picture in the Photos app, choose Print (or press Ctrl+P), select Microsoft Print to PDF as the printer, and click Print. Windows asks for a file name and a folder, then saves a PDF instead of printing paper.
If Microsoft Print to PDF is missing from the printer list, it may be switched off. Microsoft's April 2025 update notes describe turning it back on through Windows optional features. Another Windows route: the Camera app can scan a document on supported cameras, and its Export option opens the Print dialog, where Microsoft says the scan can be printed or saved as a PDF.
Watch the page settings in the print dialog. Photo layouts can add white borders or crop the edges of the image. If the result looks off, RealScaner in Edge or Chrome on the same PC gives you a full-page PDF without the print dialog.
How to convert an image to PDF on Mac
Preview on the Mac does this directly. Open the image in Preview, choose File > Export, click the Format menu, and choose PDF. Apple notes that a PDF export can also apply a Quartz filter or encrypt the file with a password. Type a name, pick a location, and click Save.
The second route is the print dialog, which works in almost any Mac app: choose File > Print, click the PDF button or open the PDF menu, and choose Save as PDF. Apple's tip about converting several images at once in Preview creates one converted file per image, not a single PDF, so read the next section if you want everything in one file.
How to combine multiple photos into one PDF
This is where the built-in tools get clumsy and a scanner workspace helps. In RealScaner:
- Choose Upload file and select all the photos at once, or add them one at a time with Add another page.
- Check the thumbnail strip. Use the move earlier and move later buttons to fix the order, rotate any sideways page, and remove any you do not need.
- Set the corners and finish for each page that needs it.
- Download once as a PDF. Every photo lands in the same file, in the order shown.
If the photos need no cropping, JPG to PDF puts them in one PDF in the order you choose. With no size target, JPEG photos keep their original quality. If you already have separate PDFs and only need to join them, skip the scanner and use Organize PDF to merge and reorder them. For a long stack of paper, how to scan multiple pages into one PDF walks through order, blank backs, and consistent lighting.
What about HEIC photos?
iPhone 7 and later models can save photos as HEIC (HEIF), a format Apple says takes less space than JPEG at the same visual quality. For HEIC photos, RealScaner has a dedicated tool: HEIC to JPG converts them on your device to JPG, PNG, or one PDF. Apple also offers two fixes:
- For new photos, go to Settings > Camera > Formats and choose Most Compatible. New photos then save as JPEG.
- For an existing HEIC on a Mac, open it in Photos or Preview, choose File > Export, and pick JPEG or PNG.
Apple also notes that photos sent by AirDrop, Messages, or email to a device that cannot read HEIC may arrive as JPEG automatically. Windows, iPhone, and Mac steps are in how to convert HEIC to JPG.
Keep the PDF small enough to upload
A single phone photo is often several megabytes, and the PDF carries most of that weight. Five photos in one file can blow past an upload limit fast. You have two places to shrink it:
- Before: run the photos through Compress Image, which takes JPEG, PNG, and WebP and can aim for a target size such as 200KB or 500KB. Compress photos for forms explains which target to pick. Or make the PDF in JPG to PDF with a target such as 200 KB for the whole file.
- After: open the finished file in Compress PDF, pick a level, and check that small text still reads at normal zoom.
Cropping helps too. A squared page with the table cut away has fewer pixels to store than the raw photo.
Before you send it
- A photo turned into a PDF keeps each page as a picture, exactly as photographed. To pull the words out as text, run the photo through Image to Text, which reads printed English text on your device. Apple's Preview Embed Text option is the built-in way to get searchable text on iPhone.
- The scanner places every photo on an A4 page. For US Letter paper, use JPG to PDF and choose Letter, then check the page size before you submit.
- A PDF of a photo is not a certified or notarized copy. Offices that need an original or a certified copy will not accept one. When a phone scan is good enough draws that line.
- A very small file size can soften fine print, so zoom in and check before you send.

Key takeaways
- RealScaner turns a JPG, PNG, or WebP photo into a PDF in the browser, with no app, no account, and no upload for processing.
- In the scanner, each photo becomes one A4 page, turned portrait or landscape to match the image. JPG to PDF also offers Letter pages or pages that fit each image.
- Square a photo of paper by dragging the four corners onto the page edges, and pick the Original finish for a photo of people or places.
- iPhone Preview, Android print to PDF, Windows Microsoft Print to PDF, and Mac Preview all convert one photo at a time without extra software.
- Phone photos make large PDFs, so shrink the images or compress the finished PDF before an upload with a file size cap.
