Merge and reorder PDF pages
A complete packet is often two or three files: a form, a scan of an ID, and a set of receipts. Emailing them as a zip gets lost. Merging them in the wrong order makes the clerk hunt. Merge PDF joins whole PDFs and JPG, PNG, or WebP photos into one file in the order you choose, without turning the PDF pages into images. Organize PDF also combines files, and it is the tool for moving single pages, rotating a sideways capture, and deleting the blank back of a single-sided form.
Combine without losing a page
Add the files in the order you want the result to read. Check the page count after the merge: it should equal the sum of the inputs minus any pages you deleted. For a password-protected file, RealScaner Unlock PDF removes the password once you enter it, on your device. Then add the unlocked copy.
Phone scans of two-sided forms often include a blank reverse. Delete those blanks before you number pages. Numbering a blank page wastes a number and looks like a missing exhibit.
Rotation and mixed paper sizes
A landscape spreadsheet exported to PDF sitting next to portrait ID scans is normal. Rotate the spreadsheet so a reviewer does not have to turn their head, unless the table is unreadable upright. Do not stretch a small receipt to fill A4; leave it small and readable. Mixing A4 and letter in one file is usually accepted. Mixing a 50 MB photo page with tiny text pages is what blows the upload cap — compress the photo page first.
When not to merge
If the portal has one field per document (“ID,” “proof of address,” “application”), keep separate files. Merging them into one PDF means the clerk cannot map fields. If you need both a signed original and a redacted copy, keep two files rather than stacking them.
After the packet is in order, add numbers only if the recipient asked. Then compress if the size is over the cap. Order of operations matters: organize, then number, then compress. Compressing first bakes the current layout into images, which makes later page moves uglier.
